The state legislature has created statutes that require property owners to pay property tax. If the landowner fails to pay property taxes, the legislature has already directed the treasurer to confiscate the property and sell it at a public auction to the highest bidder.

The county government does not want the property and to encourage bidders, the county will discount the confiscated property. Starting bids could be 60%, 70%, or 80% less than the tax assessed value, and sometimes even as low as 6-10 cents on the dollar.

This is a nationwide problem. Treasurers in all 3,000+ counties will auction off properties. The same rules apply to the 254 Texas counties.
